Colorado Unified Certification Program (UCP)

The Colorado UCP was established to facilitate statewide Disadvantaged Business Enterprise (DBE) certification. The UCP eliminates the need for DBE applicants to obtain certification from multiple agencies. The Colorado Department of Transportation (CDOT) and the City and County of Denver (CCD) are the certifying agencies for the Colorado UCP. CCD is the only certifying agency for Denver International Airport (DIA) Airport Concession DBEs (ACDBEs).

The Colorado UCP DBE and ACDBE directory includes all DBE and ACDBE firms certified by CDOT and the CCD eligible to meet DBE and ACDBE participation requirements on FHWA, FAA and FTA-funded contracts in Colorado.

The Disadvantaged Business Enterprise (DBE) Program

The U.S. Department of Transportation's (DOT) Disadvantaged Business Enterprise (DBE) program is a federal affirmative action program implemented by recipients of DOT Federal Financial Assistance. Recipients are primarily state highway, transit and airport agencies that receive funds subject to Title 49 Code of Federal Regulations part 26 (49 CFR 26). The DBE program promotes a "level playing field" and fosters equal opportunity in DOT assisted contracts that include highway, transit and airport programs.

The main objectives of the DBE Program are:

  • To ensure that small disadvantaged business enterprises (DBE) can compete fairly for federally funded transportation-related projects.
  • To ensure that only eligible firms participate as DBEs.
  • To assist DBE firms in competing outside the DBE Program.

To be certified as a DBE, a firm must be a small business owned and controlled by socially and economically disadvantaged individuals. Certifiers make the determinations based upon on-site visits, personal interviews, reviews of licenses, stock ownership, equipment, bonding capacity, work completed, resume of principal owners and financial capacity.
